So, this is gonna be my first time attending the AGBS. And even tho I've seen AGtubers going to the online and the in-person AGBS, I still feel like there's more I don't know about. Like in the registration form, it asks USA or Other. Does this mean that the AGBS can ship outside the border?

No I think they have said that they can't ship outside the USA.
